My thoughts regarding this statement:
1- I think Russians are seeing little or no value for Russia, or stewardship of the nations' affairs, in their remaining in the SC, at least not until reason returns to that room, and by implication to the UN, at least not until reason returns to that body. Tactically this is brilliant: a congeries of bullies turns against itself when their target moves out of range.
2- I think the speech has an inchoate tone of Russians’ not much longer tolerating plans and actions of the aggressively messianic intolerant, aka oligarchs, hegemons of any stripe or money bag. Governments are not tools for accomplishing personal ambition.
I think Russians have assessed that JewishAnglicanJesuit oligarchs (financial speculators, political bosses, opinion givers, GO and NGO punishers) are unable to maintain their hegemonic ambitions much less hegemonic political-economic structures, and so therefore, it is reasonable to shift the expenditure of Russian time, money, and energy away from those structures, detaching from them and their minions, so as to husband and spend those assets -- time, money, and energy -- marshaling fresh political-economic ambitions and structures: start afresh, start multipolar, start mutually beneficial, start non-hegemonic. SCO, BRICS are exemplars. The earth's new electronic envelope fosters that vector of progress in part by making war so patently terrible and inescapable once launched.
On multipolarity, I think there is more to this than is commonly mentioned. Economics is downstream from politics. Politics is downstream from culture. Culture is downstream from religion. So, if we are experiencing multipolarity — aka multi-centricity — in culture, economics, and politics, and we are, that means we are experiencing multipolarity in religion. And that means this:
A complete re-learn-re-think of the duty of government is indicated, followed by a re-founding of government to reflect that re-learn-re-think. Very wide and free-flowing discussion is indicated therefore, a task for moral, intelligent professionals acting under their own names, not for taunting bots and bone-headed trolls using aliases, and not for post-secondary graduates using pedigrees. I submit that a complete re-learn-re-think of the duty of government starts from something like this:
The duty of government is to protect and provide but not to promote.
