First you send in negotiators, messengers, preachers, teachers, beguilers of one sort or another, but all for the serious purpose of eliciting common sense and starting discussion. Then you try that again, your first effort failing, perhaps with more forceful, piquant rhetoric.
That failing, you lay down your thoughts in the clearest possible language, perhaps with a warning, but in any case so that your concerns, intentions, and wishes are crystal clear. That failing, you now have a casus belli arrived at by omission, the other guy's, as compared to one arrived at by their commission.
This is an important point. Omission is as actionable as commission. No one gets to just walk away from someone vitally interested in having speaks over some matter of vital importance to them that they have made serious effort to have one address. No one's concern is dismissible. We all live in the same place.

All efforts to bring talks and listening rejected or ignored, having thereby established casus belli for your entire being, you grab the idiot by the collar, throw them to the ground, then grind them to pieces. You also throw down their capitol city and some others as you determine needful. You don't think twice about this.
Any one of us could summon to memory numerous examples of this phenomenon present in the teleology of the millennia, demonstrating for all eyes to see and all ears to hear what to do about persons encased in adamantine refusal to respect and reckon with reality. You shatter their casing.

Future Indians (US citizens) will celebrate as Victory Day the day they restored The US Congress to administering their nation's affairs as a whole rather than looting their and other nations' wealth so they (Senators and Representatives) can appease their so-called friends at home and overseas. Senators and Congressmen, who write the checks (!), should go to Washington to represent their constituents in nation-level decisions affecting the nation as a whole rather than to grab money and favors for their constituents and other beggars bearing gifts.
Individual citizens and businesses have city, county, and state governments to look after their interests, to include preventing the formation of monopolies and shattering those who weasel through preventive measures. The US Congress looks after the interests of the nation as a whole and construct and spend accordingly. The nation as a whole needs only:
an orderly border,
a merit-and-ability-based system of education,
a joint military force sufficient for successful homeland defense and the very rare punitive expedition,
an inexpensive, universal, and reliable internal and external system of communication, and
for public and private officials to get the hell out of the way of citizens' propensity for feats of engineering.

Concur, except, I would refine more. The functions should correlate, integrate, else they mushroom into bureaucracies and budgets which demand a life of their own and thus piece out human beings, who are integrated systems rightly desiring to be treated as such.
For example, at the federal level, justice is part of an orderly border and health care is part of homeland defense. More: banking is part of communications and manufacturing is part of education. Most justice, education, and health matters are state, county, and local jurisdiction, responsibility, which suffer under the weight of federal attention, which then suffers from dissipation of energy.
Integrated in this or some similar manner, humanness, our natural condition, returns necessary governmental functionality to simplicity and reasonable levels or zones of jurisdiction and responsibility. For decades, Indians (US citizens) run to the federal level to resolve this or that private benefit in state, county, or local-level difficulties. Lawyers, of course, are pleased. And racketeers. But the citizenry at large, no.
Congress is where the track is jumped because Congress are who write the checks as well as the Code and Acts which establish the basic national structure. It's time to consolidate rather than proliferate national structures, thus also drastically reducing the number of checks needing to be written as well as the amounts on their faces.
This is a conceptual matter way before it is a political or financial one. There are five professional guilds: Theology, Medicine, Military, Law, and Pedagogy. Everything else, all other functions, are facets of one of these professions.
For The USA, UK, and Europe today, the biggest obstacle to knowledge and proper conduct is the system of formal education. Morons with MAs, MBAs, and PhDs are what our schools produce. Should we expect idiots, morons to make anything like a happy life for all? Moreover, you cannot explain to an idiot that he is an idiot because he is an idiot. Therefore, you go ad hominem. The country and the nations are obliged to shatter the casing of modern morons.
