Among other lessons, this one -- at scale -- teaches that Congress must rewrite Title 10 and the NDAA to:
(1) build under SecDef a true General Staff — with their own Academy of The General Staff — under a single commander, The Chief of Staff of The United States General Staff,1
(2) mission The United States General Staff and their subordinate Joint Force2 formations to protect USA sovereign freedom and homeland, leaving other countries to enjoy theirs, and
(3) nationalize US defense industries under The United States General Staff, to base design of and procurement for TOEs3 on requirements of national safety, as those are continuously reassessed by The United States General Staff — i.e., TOEs that advise, prevent, preempt, or annihilate rash impudence — rather than on technological innovation, as that is continuously cast up by entrepreneurs — i.e., TOEs that indulge financial speculation.
While they are at it, Congress must also:
(1) clean away obsolete Acts and Agencies,4
(2) sunset tax exemption for non-profits, including schools and religious organizations, after, say, 10-20 years of operation, even if they change names to avoid the sunset,5
(3) abolish CIA, DIA, NED, USAID, and FBI, push what few legitimate functions remain inside those agencies into DOD under The Chief of Staff of The United States General Staff, and
(4) tax real estate rather than income.
The Russian General Staff, not the German General Staff, is the model. Of the two, only the Russian General Staff keeps winning. Americans deserve a winning model, not a losing one. Indeed, Acts of Congress should include in each one of them a sunset clause of, say, 20-30 years. No Act of Congress should exist longer than the service life of an American combat aircraft or fighting ship.
Times change and with them circumstances. Laws are made to help people. Laws once made to help, in persistence become a pestilence. Congress must throw off laziness.
